KAMPALA, Uganda| Following a request for a meeting from the Uganda Law Society to the Chief Registrar of the Judiciary, Her Worship Lamunu Pamela Ocyaya has informed them that 615 advocates are yet to receive their signed practising certificates.
I acknowledge receipt of your letter dated 28th April 2025 regarding concerns raised by members of the Uganda Law Society on the delays in the issuance of practising certificates.
“I wish to inform you, however , that from January 2025 to date, my office has received a total of only 2978 applications for issuance/renewal of practising certificates, out of which 2553 have been successfully processed and duly signed, 164 have been queried due to incomplete submissions or matters outside the mandate of this office, and 261 recently received are under active processing.
On the 28th of April, 2025, in a letter signed by the Vice President of the Uganda Law Society, he requested a meeting with the office of the Chief Registrar of the Judiciary to ascertain the causes and extent of the backlog of practising certificates and also streamline the process of issuance and a proposal of enlarging the lifespan of a PC to five years.
He revealed that the move will significantly help members of the Society who are upcountry and other nascent law firms on the administration of justice.
Thank you for that but you find it neccesary to give out those practicing certificates at the LDC graduation. Since someone has passed the Bar Course, what else do you want to prove for all that time taken before you grant a PC other than frustrating a young lawyer?
