Chief Justice Hon. Alfonse Owiny-Dollo

KAMPALA, Uganda Five additional High Court circuits have been operationalised, bringing the total number of High Court circuits to 29 across the country.

The Judiciary, in a statement, said that the aim of the new circuits is to implement the Judiciary’s transformational agenda , thus taking judicial services closer to the people and ensuring timely justice and efficient justice access.

The Acting Chief Registrar of the Judiciary, Her Worship Pamela Lamunu Ocaya, said that the new courts are already operational and accepting case files.

” We have already deployed judges to the High Court Circuits gazetted; they can now be filed directly there. In particular, cases under Entebbe and Wakiso which were previously handled by the Divisions of the High Court will now be managed locally, ensuring a more streamlined and accessible process for litigants,” Lamunu confirmed.

Lamunu further added that Entebbe and Wakiso have been equipped with the electronic court case management information system , enabling electronic filing, digital case management and virtual hearings where applicable.

She further revealed that Lugazi case files that were originally filed under the Mukono High Court have been transferred to the new court, while the Soroti High Court transferred to Kumi the cases that fall under its jurisdiction; Kitgum High Court has transmitted case files to Pantongo court.

Chief Justice Alfonse Chigamoy Owiny-Dollo said, ”We have already deployed judges to the High Court circuits gazetted in 2023 – Entebbe, Lugazi and Wakiso in Buganda, Patongo in Acholi and Kumi in Teso. This reflects our firm resolve to reduce the burden on existing courts and serve the public more effectively.”

Owiny-Dollo further explained plans to expand to Ibanda and Ntugamo in Ankore, Moyo in West Nile and Rakai in Buganda in the next financial year.

Entebbe Municipality and Busiro County South will be under the administration of Hon. Lady Justice Flavian Nabakooza; Bukedea, Ngora and Kumi will have been allocated to Hon. Lady Justice Mary Ikit; Hon. Justice George Okello will be responsible for Pader, Abim, Otuke and Agago, while Hon. Lady Justice Dr Winfred Nabisinde will oversee Buvuma and Buikwe, and Hon. Lady Justice Sarah Langa Siu together with Hon. Lady Justice Flavia Grace Lamuno will serve the people of Busiro County East, Busiro County and Nansana Municipality.
