KAMPALA, Uganda | Charles Twine Mansio, the former spokesperson of the Criminal Investigations Directorate (CID), was Thursday charged before the Buganda Road Chief Magistrate’s Court on charges of inciting violence , following days of speculation over his disappearance.

Twine, who serves as Officer in Charge of Investigations at Parliament, was jointly charged alongside Mitala Noah, alias Noah Mutwe.

Twine Mansio Charles, between January 2024 and May 2025, at various places within Kampala Capital City Authority through electronic social media messages, incited Mitala Noah Mutwe, alias Nuwa Mutwe, to attack and cause death to the President of the Republic of Uganda, using pavers, by reason of his office or political opinion.

”Twiine is charged with hate speech under Section 26(1)(c) and (2) of the Computer Misuse Act, Cap 96, for allegedly using a computer to “send or share information to the effect that Rt. Hon. Anita Annet Among, the Speaker of Parliament of Uganda, is a rotten human being and the chief sponsor of the killings and violence in Bukedea District, which information is likely to promote hostility against the Rt. Hon. Speaker of Parliament Anita Annet Among.”

Twine is further charged with the use of a computer to send or share information to the effect that Rt Hon. Thomas Tayebwa , the Deputy Speaker of Parliament of Uganda, is a money launderer, a masquerader and a fraudster, which information is likely to ridicule, degrade or demean the said Rt Hon. Thomas Tayebwa.

Twine, also by use of his computer, sent or shared information to the effect that General Muhoozi Keinerugaba, the Chief of Defence Forces, is a fat pig and a crook, which information is likely to ridicule, degrade or demean the said General Muhoozi Keinerugaba.

Twine, by use of his computer, sent or shared malicious information about General James Birungi, to wit, that he is a crook and a killer, which information is likely to demean the said General Birungi James.
