IGG directs  NWSC  fire Engineer over corruption

KAMPALA, Uganda| The National Water and Sewerage Corporation (NWSC) Managing Director, Dr Eng. Silver Mugisha, has been ordered by the Inspectorate of Government (IG) to fire Mr Ijuka Norman, one of the company’s engineers, for corruption and official abuse.

Dr. Patricia Achan Okiria, the Deputy Inspector General of Government, signed the order on June 11, 2025, following the IG’s successful charge and prosecution of Mr. Ijuka in the Anti-Corruption Court.

 In March 2021, Mr. Ijuka was working as an engineer at the NWSC, Arua Branch/Project Supervisor of Works for the Odupi Water Project in the Terego district.

He, however, removed 325 (three hundred twenty-five) UPVC PN 10 DN 100 (4″) water pipes from the company’s Omugo branch office in an arbitrary manner, abusing his power. These pipes were diverted to M/s. Riziki Construction Company Ltd. from the Odupi main extension works at Wilika and Ayivu, which was detrimental to his employer as well as the communities of Wilika and Ayivu in the Terego district.

The IG and Mr. Ijuka reached a plea bargain agreement on February 23, 2024, in which he admitted guilt to the charge of abusing his position and was ordered to pay a fine of UGX 1,500,000, which he duly did.

The Anti-Corruption Act of 2009 states in Section 46 that “anyone convicted of an offence under Sections 2 to 25 shall be disqualified from holding a public office for a period of ten years from his or her conviction.” 

Due to his self-plea conviction for the crime of abuse of office under Section 11 of the Anti-Corruption Act as amended, Mr Ijuka is no longer eligible to serve in public office.

The IGG further urges public officers to always uphold ethical standards when performing their duties and strongly cautions them against any kind of professional misconduct.
