IGG orders Kalungu district officials to return 18M.

KAMPALA, Uganda The Inspectorate of Government has ordered the Kalungu district chief executive officer to take action against two Kalungu district officials who mismanaged shs. 18m meant for road maintenance.

Chief Executive Officer Rose Nalumansi has been asked to take action against Senior Assistant Secretary Hussein Ssembajja and Senior Engineer Achilles Kiwanuka, who mismanaged shs. 18.9m meant for road maintenance, conducting mobilization meetings, and erecting signposts. The money should be deposited in the Lwabange subcounty community access roads fund bank account since none of these activities were done.

The directive was issued by the Inspector General of Government, Anne Twinomugisha Muhairwe, on 1st April 2025 after investigations by the IGG Masaka Office, which found out that the two officials failed to account for the funds meant for the maintenance of Buwanda-Lwamanyonyi and Burora-Kiteredde roads in Lwabange subcounty, Kalungu district.

The IGG also found out that Lwabenge subcounty received shs. 21.6m for road maintenance during the 2023\24 financial year. But the funds were mismanaged by the two district officials. Ssembajja received shs. 1.8M for mobilization meetings and signposts, but the activities were not undertaken.

Mr. Hussein Ssembajja deposited shs.17M on the 6th of December 2023 for fuel for road maintenance at M\S Frexo Oils Uganda Limited, one of the fuel suppliers, in January and February. The fuel station issued fuel of UGHS 1 million to Mr. Willy Mutebi, a grader operator, under the directive of Achilles Kiwanuka in March 2024; however, it was not utilized on the road maintenance activities, and there was no work done.

Ssembajja and Kiwanuka both engaged in gross misconduct as defined under section (F-R) 7 (F) of the Public Service Standing Orders by failing to account for public resources entrusted to them and also breached sections 4.10.1(1) and 2 of the Code of Conduct and Ethics for the Uganda Public Service.
